Company executive checking gross sales revenue and the transition date for the 2026 e-invoice transition requirement

E-Invoice Transition Requirement 2026: Thresholds, Sectors and Deadlines

The 2026 mandatory e-Invoice transition is the obligation of taxpayers whose turnover exceeds certain thresholds, or who operate in certain sectors, to stop using paper invoices and register with the Revenue Administration (GİB) e-Invoice (e-Fatura) system. The short answer: taxpayers whose gross sales revenue for the 2025 accounting period was 3 million TL or more must use e-Invoice from July 1, 2026. For e-commerce, real estate and motor vehicle businesses, the threshold is 500 thousand TL. In some sectors, turnover is not considered at all.

In this article, we explain in turn which year’s revenue is considered, sector-specific obligations, the situation of newly established companies and the transition steps. As our sources, we relied on the current version of Tax Procedure Law (VUK) General Communiqué No. 509 and the Tax Procedure Law (VUK).

Summary

Key Takeaways

  • Under VUK General Communiqué No. 509, taxpayers whose gross sales revenue for the 2022 or subsequent accounting periods is 3 million TL or more must switch to the e-Invoice system.
  • Under the 2026 mandatory e-Invoice transition, the transition date for taxpayers whose 2025 revenue exceeds the threshold is July 1, 2026.
  • For e-commerce sellers and those buying, selling or leasing real estate and motor vehicles, the threshold is 500 thousand TL.
  • Groups such as produce market (hal) commission agents, healthcare providers contracted with the Social Security Institution (SGK), licensed hotels and charging network operators are subject to e-Invoice regardless of turnover.
  • Under the Tax Procedure Law (VUK), issuing on paper a document that must be issued as an e-Invoice gives rise to a special irregularity penalty equal to 10% of the document amount.

What is the e-Invoice obligation, and who does it cover?

The e-Invoice obligation is the requirement for two taxpayers registered with the e-Invoice system to issue and receive the invoices they send each other electronically instead of on paper. The obligation arises in two ways: turnover thresholds and field of activity. Taxpayers below the thresholds may also join the system voluntarily if they wish.

There is a point that is often confused here. An e-Invoice is issued only to buyers registered in the system. An invoice you issue to an unregistered company or to an end consumer is issued as an e-Archive invoice (e-Arşiv Fatura). The communiqué requires taxpayers obliged to switch to e-Invoice to also switch to the e-Archive invoice system within the same period.

The current list of registered users is published at ebelge.gib.gov.tr. Checking whether your buyer is on this list before issuing an invoice determines which document type you will use.

Mandatory e-Invoice transition 2026: 5 criteria that bind taxpayers

When we simplify the provisions of the communiqué, five criteria emerge that move a business to e-Invoice:

  • Gross sales revenue: The general threshold is 3 million TL for the 2022 and subsequent accounting periods.
  • Online sales and intermediation: There is a revenue threshold of 500 thousand TL for e-commerce sellers, and an obligation with no threshold for intermediary service providers and listing sites.
  • Real estate and motor vehicle businesses: For those engaged in construction, manufacturing, purchase, sale, leasing and intermediation, the threshold is 500 thousand TL.
  • License or type of activity: Businesses dealing in goods on the special consumption tax (ÖTV) lists, produce market trade, healthcare providers invoicing SGK, hotels and charging network operators are covered regardless of turnover.
  • Structural change and GİB notification: Mergers, demergers, changes of company type, conversion of a sole proprietorship into a capital company, and written notification by GİB may also give rise to the obligation.

Meeting one of these criteria is enough. A used car dealership below the turnover threshold may still be required to switch to e-Invoice because of its field of activity.

e-Invoice transition thresholds: which year’s revenue is considered?

The e-Invoice transition thresholds are applied based on the gross sales revenue of the previous accounting period. You see whether you exceeded the threshold at the year-end close; the transition begins at the start of the seventh month of the following year. In other words, 2025 revenue is considered, and the transition takes place in July 2026.

Under the Revenue Administration (GİB) Communiqué No. 509, the thresholds have changed over the years as follows:

Accounting period whose revenue is consideredGeneral gross sales revenue thresholde-Invoice transition date
2018 or 20195 million TLJuly 1, 2020
20205 million TLJuly 1, 2021
20214 million TLJuly 1, 2022
20223 million TLJuly 1, 2023
20233 million TLJuly 1, 2024
20243 million TLJuly 1, 2025
20253 million TLJuly 1, 2026

Because the communiqué sets the 3 million TL threshold for “2022 or subsequent accounting periods,” the same threshold applies in later years unless a new amendment is made. The thresholds can be updated through amendments to the communiqué; for this reason, we recommend checking the announcements at ebelge.gib.gov.tr at the start of each year.

How do the e-Invoice transition thresholds apply to the 2025 accounting period?

If your company’s gross sales revenue for 2025 reached 3 million TL, you must switch to the e-Invoice and e-Archive invoice systems from July 1, 2026. This date is not an application date; it is the date on which you must actually start issuing e-Invoices. The application, obtaining a financial seal or e-signature and the software setup must be completed before this date.

Revenue is usually finalized with the year-end closing entries. If your company’s 2025 figures were finalized in January, you have a few months to prepare. Not leaving this period to the last week is the soundest way to ensure your first e-Invoice goes out without errors.

What does gross sales revenue include?

The communiqué uses the expression “gross sales revenue (or sales and gross business revenue).” For companies keeping books on the balance sheet basis, this amount is tracked in the 60 Gross Sales group of the Uniform Chart of Accounts. The term gross refers to the amount before sales discounts are deducted; looking at net sales can be misleading.

For businesses with both sales of goods and service income, the two items are assessed together. If your revenue is close to the threshold, doing the calculation with your accountant before the year-end entries are finalized prevents surprises.

Sector-specific e-Invoice obligation regardless of turnover

For some activities, the obligation starts not with turnover but with the business itself. The table below summarizes the sector groups in the communiqué and their transition periods:

Taxpayer groupObligation criterionTransition period
e-Commerce sellers (own website, marketplace and other electronic channels)Gross sales revenue of 500 thousand TL or more (2022 and later)By the start of the seventh month of the year following the accounting period
Intermediary service providers, online advertising intermediaries, real estate and vehicle listing sitesNo revenue thresholdFor new businesses, within 3 months of starting business
Construction, manufacturing, purchase, sale, leasing and intermediation of real estate and motor vehiclesGross sales revenue of 500 thousand TL or more (2022 and later)By the start of the seventh month of the year following the accounting period
Those holding an EPDK license for goods on ÖTV List (I) and those manufacturing, constructing or importing goods on List (III)No revenue thresholdFrom the start of the fourth month following the month of the license or activity
Those trading in fruit and vegetables as commission agents or merchants under Law No. 5957No revenue thresholdFor new businesses, within 3 months of starting business
Healthcare service providers contracted with SGK, and suppliers of medicines and medical suppliesNo revenue thresholdBefore starting to invoice SGK
Accommodation facilities certified by the Ministry or a municipalityNo revenue thresholdBy the start of the fourth month following the month in which operations started
Holders of a charging network operator license from EPDK and charging station operatorsNo revenue thresholdAs of the date operations start

Businesses engaged in e-commerce and online listings

If you sell through your own website, a marketplace or a social media store, the 500 thousand TL threshold applies to you instead of the general 3 million TL threshold. If your total gross sales revenue from online and other channels in 2025 exceeded 500 thousand TL, the deadline is July 1, 2026. Intermediary service providers such as marketplaces are themselves covered regardless of turnover.

Real estate and motor vehicle businesses

Construction companies, real estate agencies, used car dealerships and vehicle rental companies fall into this group. Taxpayers acting as intermediaries in these transactions are also covered. The 500 thousand TL threshold applies to the business’s total gross sales revenue; for this reason, many small businesses operating with low turnover are caught by the obligation.

Produce market, healthcare, hotel and energy sectors

Turnover is irrelevant for fruit and vegetable market commission agents, healthcare providers that invoice SGK such as hospitals, pharmacies and opticians, licensed hotels and charging network operators. In these groups, the obligation starts with the activity. The situation we see most often in practice is a newly operating business assuming this rule can be postponed until it reaches the first turnover threshold.

Let’s clarify your transition date and method

To determine on which date your revenue and field of activity move you to e-Invoice and which usage method suits you, you can request a preliminary review with our team of experts.

When do newly established companies switch to e-Invoice?

A newly established company that does not fall under a sector-specific obligation is not required to switch to e-Invoice at formation. The general threshold is assessed based on the revenue of a completed accounting period. If revenue exceeds 3 million TL at the end of the first year, the transition begins in July of the following year.

The picture is different for sector groups. Those starting business in produce market trade or as intermediary service providers must switch to e-Invoice within 3 months, hotels by the start of the fourth month following the month in which they started operations, and charging network operators as of the date they start operations. If you are planning a company formation, placing e-Invoice preparation on the same timeline as the steps in our how to set up a company guide will make your work easier.

The period is short for structural changes. If a company subject to the obligation merges, demerges or changes its company type, or if a sole proprietorship subject to the obligation converts into a capital company, the resulting or acquiring company must switch to e-Invoice within 3 months at the latest from the start of the month following the registration date. Individuals who closed their business while subject to the obligation and reopen a tax registration use e-Invoice from the date they start business.

Finally, GİB may include taxpayers it finds risky as a result of analyses and inspections in the system by written notification, regardless of turnover and sector. In this case, a preparation period of at least 3 months is granted.

Step-by-step transition process for the 2026 mandatory e-Invoice transition

If the 2026 mandatory e-Invoice transition applies to you, we recommend running the process in the following order:

  • Clarify the scope: Compare your 2025 gross sales revenue and your field of activity with the criteria in the communiqué.
  • Choose the usage method: Decide on one of the GİB Portal, private integrator or direct integration methods.
  • Obtain a financial seal or e-signature: Legal entities approve documents with a financial seal; individuals can use a qualified electronic certificate or a financial seal.
  • Apply: For the GİB Portal, follow the application guides at ebelge.gib.gov.tr; under the private integrator method, the application proceeds directly through the integrator.
  • Connect your accounting and sales systems: Make invoice series, customer/supplier accounts and inventory codes compatible with the new system.
  • Activate e-Archive invoice at the same time: Put the e-Archive invoice system into use within the same period for invoices to be issued to unregistered buyers.
  • Retire paper invoices: After the transition date, do not issue paper invoices to registered buyers, and stop using any remaining pre-printed invoices.

GİB Portal or private integrator?

The choice depends on your invoice volume and accounting infrastructure. The communiqué defines three methods; the table below summarizes the differences:

MethodWho it suitsConnection with accounting softwareOperational workload
GİB Portal MethodSmall businesses issuing few invoices per monthLimited; invoices are created one by one on the portal screenRises as volume increases because of manual entry
Private Integrator MethodMedium- and high-volume businesses, foreign-owned companiesWorks integrated with the ERP or accounting programLow; archiving and transmission run through the integrator
Direct Integration MethodLarge companies with strong in-house IT infrastructureThe company’s own system connects directly to GİBHigh setup workload; GİB permission and a testing process are required

A question our clients often ask is whether starting with the GİB Portal in the first year will be sufficient. For businesses issuing more than a few invoices a month and keeping their accounting records in a separate program, however, double entry increases the risk of errors. For this reason, we recommend basing the decision not on today’s invoice volume but on that of the next two years.

What is the penalty if you do not switch to e-Invoice?

A taxpayer that does not switch to e-Invoice on time, or that issues on paper an invoice that must be issued as an e-Invoice, is subject to a special irregularity penalty under Article 353 of the Tax Procedure Law (VUK). The Law attaches the same penalty to printing on paper an invoice that must be issued electronically as to not issuing the invoice at all. The penalty may be imposed on both the issuer of the invoice and the buyer obliged to receive it.

Under the Tax Procedure Law (VUK), the penalty is 10% of the amount that should have been written on the document. Based on the amounts applicable from January 1, 2026 under VUK General Communiqué No. 588, the penalty for each document at the first finding in a calendar year cannot be less than 17,000 TL. The total penalty to be imposed for the same document type in a calendar year is capped at 17,000,000 TL.

These amounts are updated every year by the revaluation rate. If more than one document of the same type is found in a single finding, the penalty is calculated separately for each document. A few months spent with paper invoices can therefore add up to a high total amount.

Mistakes we often see after the transition

Switching to e-Invoice is not a one-time application; it is a permanent change in your invoicing routine. The mistakes we encounter most often in practice are:

  • Not checking the buyer: Issuing an e-Archive invoice without checking the registered user list, or doing the reverse, means issuing the document as the wrong type.
  • Continuing to use old pre-printed invoices: A paper invoice issued to a registered buyer after the transition date is subject to a penalty.
  • Not tracking purchase invoices: e-Invoices sent to you wait in the system; a purchase invoice that is not recorded disrupts VAT deduction and cost calculation.
  • Not knowing the return and cancellation process: Canceling an incorrect e-Invoice or issuing a return invoice is subject to specific rules; habits from the paper era do not work here.

Keeping your purchase and sales documents in order electronically also makes VAT refund applications easier. We explained how the refund process works in detail in our article What is a VAT refund . The e-Archive invoice limit and e-Ledger transition thresholds are separate topics; in this article, we have covered only the e-Invoice obligation.

Frequently Asked Questions

What is the turnover threshold for switching to e-Invoice in 2026?

The general threshold is 3 million TL and is assessed based on gross sales revenue for the 2025 accounting period. Taxpayers exceeding this threshold must use e-Invoice from July 1, 2026. For e-commerce, real estate and motor vehicle businesses, the threshold is 500 thousand TL.

Can I use e-Invoice if I am below the threshold?

Yes. Communiqué No. 509 states that taxpayers below the thresholds may also join the e-Invoice system if they wish. With a voluntary transition, you must also switch to the e-Archive invoice system at the same time.

Do sole proprietorships also have to switch to e-Invoice?

The obligation depends not on the company type but on revenue and field of activity. Sole proprietorships that exceed the thresholds or fall into one of the sector groups are also covered. If a sole proprietorship subject to the obligation converts into a capital company, the new company must also switch to e-Invoice.

What is the difference between e-Invoice and e-Archive invoice?

An e-Invoice is issued between two taxpayers registered in the system and is delivered to the buyer through GİB. Invoices issued to unregistered companies and end consumers are issued as e-Archive invoices. A taxpayer that switches to e-Invoice must also switch to the e-Archive invoice system.

I sell on a marketplace; which threshold applies?

For taxpayers selling online or on an intermediary service provider’s website, the threshold is gross sales revenue of 500 thousand TL. Sellers whose 2025 revenue exceeded this amount must switch to e-Invoice by July 1, 2026. Intermediary service providers that operate marketplaces are themselves covered regardless of turnover.

What documents or tools are needed for the transition?

Legal entities need to obtain a financial seal, and individuals a qualified electronic certificate (e-signature). An application is then made using one of the GİB Portal, private integrator or direct integration methods. The application conditions are set out in the guides at ebelge.gib.gov.tr.
